Founder and Chairman

Rui founded LEOS Developments in 2012, building the company on the foundations of his UK architectural practice. What began as a design-led studio is now an international developer with an active pipeline including Hadley Heights 2 in Dubai Sports City, the Weybridge Gardens series in Dubailand, and Knightsbridge in Meydan District 11, headquartered in Dubai's Business Bay with continued UK offices.

Architectural Background

Rui trained and qualified as an architect in the UK, registered with the Architects Registration Board (ARB) and the Royal Institute of British Architects (RIBA), and served as an academic fellow at several UK universities. That training is still visible in the specifications LEOS treats as non-negotiable.

Leadership and Development Philosophy

Rui's leadership philosophy rests on a single idea: the design decision and the commercial decision should never be separated. In much of the industry, the people who design buildings and the people who decide what gets built are not the same people. Rui founded LEOS to close that gap.

An Architect's Standard, Applied at Scale

In October 2024, Rui announced a $7 billion investment initiative targeting more than ten transformative developments across the region. In January 2026, Jake Jacobs became Chief Executive Officer, with Rui moving into a role focused fully on his position as Chairman. What has not changed is the discipline: every LEOS project is reviewed against the standard an architect would apply to a single building.
